Projekt proracun.org

Pozdrav! Nadam se da nije double post, ali na forumu nisam pronašao temu o ovome.

Zainteresiran sam za ovaj projekt, i vidim na web stranici https://codeforcroatia.org/projects/otvoreni_lokalni_prora-uni_rh da je u testing fazi, i koliko vidim web stranica proracun.org je podignuta, samo nema podataka na njoj.

Zanima me na koji način se može priključiti ovome projektu? Na koji način unositi podatke? I šta je još eventualno potrebno napraviti na ovome projektu?

Prosle godine sam ponovno poceo aktivnije raditi na ovom projektu. Development stranica nalazi se na http://dev.proracun.org/ (za sada na testu imam samo Zagrebacku zupaniju).

Source kod je na repou pod Open Zagreb (to je Code for Croatia lokalni / zagrebacki ogranak):
GitHub - openzagreb/proracun at gh-pages (branch gh-pages je ono sto vidis na linku http://dev.proracun.org i to se builda automatski i objavljuje na Github Pages).

Svaka jedinica lokalne samouprave (grad/opcina) ima proracun konfiguriran u konfiguracijskom fajlu poput:

Konfiguriran proracun iz tog fajla se putem API-ja dohvaca iz OpenSpending baze, specificno za Ivanic Grad iz primjera nalazi se na:

OpenSpending sluzi kao “baza” proracuna.

Ovih par gradova/opcina Zagrebacke zupaniej sam napravio za prototip. No trebao bih prvo pricati s finacijskim strucnjacima da potvrdim:
a) da li dobro klasificiram proracunske podatke
b) da li dobro sumiram konte i kontne planove

Kada dobijem potvrdu da je financijski ispravno, treba moj rucni posao automatizirati skriptama (iz XLS/XLSX u CSV te zatim uplodati na OpenSpending za svaki grad i opciju u RH) - tu bih trebao pomoc jer trosim dosta vremena na manualni posao.

Podaci koje vizualiziram su preuzeti od Ministarstva financija:

  • funkcijska klasifikacija proracuna
  • ekonomska klasifikacija proracuna

Moram priznati da nisam imao pojma za “pages” na Githubu, super stvar!

Da, mogu pomoci sa automatiziranjem. A kako ti .xml-ovi izgledaju? Gdje ih mogu preuzeti, ili barem vidjeti neki primjer?

Ovo je primjer izvornog MFIN dataseta:

Jako lose strukturiran XLS fajl. Puno posla ima za ciscenje fajla i spremanje u flat csv fajl.

Budem te ukljucio u sljedecu diskusiju na tu temu.

Important Update re OpenSpending Platform Evolution

Dear OpenSpending user,

We shared in July 2020 in this issue on GitHub that OpenSpending stewardship is moving to Datopian and that we would be evolving the OpenSpending platform in order to sustain it going forward. The essence of this evolution is to merge OpenSpending into DataHub both in terms of software and in terms of data. We also sent an email in early December 2020 announcing this again and flagging that the API would be deprecated. A few weeks later we turned off data uploading.

There is more detail in the GitHub issues but to summarize what this means:

  • All data and metadata is being preserved and migrated into a new backend setup combining GitHub and the cloud that will form a part of DataHub.
  • The existing OpenSpending API is being deprecated and is no longer guaranteed to operate since 31 Dec 2020. If you are actively using the API, please get in touch with us so we can work a way to support you going forward.
  • Data visualizations will not be migrated due to the technologies involved and the feedback from users that these were not essential (although DataHub does provide some similar features).
  • Wherever possible, URLs will be maintained and redirected so that existing links to datasets, etc. still work.

We reiterate that all existing datasets will be preserved and continue to be available.

Why this change? OpenSpending has been an amazing project. However, it no longer has any funders and it has never had any financial contribution from users. Maintaining OpenSpending has a significant direct cost (especially for the API) and it also has a maintenance cost as well as maintenance risk (the core codebase is no longer actively maintained). The DataHub platform is a mature platform that is directly inspired by parts of OpenSpending and provides much of the relevant functionality. Furthermore, DataHub is closely connected to CKAN which has ongoing active development.

Što to znači za projekt proračun.org?

  • Od prosinca 2020. nismo u mogućnosti uplodati nove proračunske podatke.
  • Datopian nakon 31. prosinca 2020 više ne garantira rad API-ja kojeg koristimo za vizualizacije na proračun.org.
  • Potrebno je istražiti nove funkcionalnosti koje će Datopian ponuditi kao alternativu OpenSpendingu (spominju CKAN, ali ne spominju API).
  • Potrebno je istražiti druga alternativna rješenja kao zamjena za OpenSpending API te druge opcije za vizualizacije. Vidi Github Proracun #9.

UPDATE 16-Dec-2020: we have shut down OpenSpending uploading for the time being as we prepare the migration. We plan to re-enable this (on new setup) in January.

Od Sébastiena Lavoie sam dobio dodatne odgovore na pitanja veznao uz projekte koji trenutno konzumiraju OpenSpending API:

Q: What will happen with offenerhaushalt.de? It also uses OpenSpending API (GitHub - okfde/offenerhaushalt.de: Visualize budgets from various levels of the German government; based on the OpenSpending API) and I’ve been working on a fork for Croatian open spending project.

  • A: In short, the whole OpenSpending platform is going away in favor of a much simpler solution, which is a combination of GIFT Portal (GitHub - datopian/gift-portal) and GIFT Publisher (GitHub - datopian/gift-publisher: Data Publisher of Gift). There will be a transitional period during which there will likely not be an API available starting most probably in May due to delays with the development. Datopian is trying their best to maintain it until the new API is coming, but no guarantees can be made.

Q: Moreover, Open SpendingProject Team from Open Knowledge International (OKI) in cooperation with GIFT (Global Initiative for Fiscal Transparency) and BOOST initiative of the World bank worked on visualizations for Croatian state budget that is available at: OS Viewer | OpenSpending | Open Knowledge International What will happen to all those already existing visualizations on OpenSpending.org and access to these data via API?

I hope this clarifies the situation. We are exploring solutions that would allow us to maintain the OpenSpending API for as long as it is needed until a replacement is made, but unless funding is secured to cover the maintenance costs (which are surprisingly high for such a dynamic platform), we can expect OpenSpending to shut down entirely in the near future.
